Legal Responsibility Overview
This page provides a high-level overview of legal responsibilities and the division of roles between users, the service operator, and third parties.
User (Uploader)
- Chooses which URLs and content to archive
- Confirms that necessary rights exist (copyright, data protection)
- Decides visibility level: private, hidden, or public
- Responsible for compliance with copyright and privacy laws
- Responds to legal claims directed at their content
Service (Relyper)
- Provides technical archiving platform with immutable snapshots
- Implements AI-powered privacy detection and masking layer
- Stores and processes abuse/takedown requests
- Reacts to valid reports within reasonable timeframes
- Can lock entries used as references to maintain citation stability
- Does not pre-screen content but removes illegal material upon notice
Third Parties
- Rights holders can submit copyright/trademark takedown notices
- Affected persons can raise GDPR/privacy requests
- Courts and authorities can request information via legal procedures
- Researchers and journalists can cite public archives
Responsibility Flow
User creates content → Sets visibility level → Uploads to Relyper
Service processes content → AI privacy scan → Assigns Perma ID → Stores snapshot
Public content → Used as reference → May be locked for citation integrity
Abuse report → Service reviews → Blocks/removes/anonymizes if needed
Core Principles
🎯 Balanced Approach
We balance the need for stable, long-term references (essential for research and journalism) with the rights of individuals and copyright holders.
🛡️ Protection of Rights
Content that violates laws or rights can be removed or anonymized based on concrete abuse reports or legal obligations.
📖 Citation Integrity
Widely-referenced public content may be locked to preserve citation stability for academic work, ensuring that existing references remain valid.
🔒 Privacy by Design
AI-powered privacy detection helps users identify sensitive information before publication, with tools for masking and redaction.
⭐ Community Ratings & 📊 Click Transparency
Public entries can be rated by the community (average 1–5; downrates contribute with reduced weight; count of −N shown). Outbound clicks are deduplicated (e.g., per fingerprint per day) to ensure fair popularity stats and prevent abuse. See the Privacy Policy for details.
Legal Framework
Relyper operates within the framework of:
- GDPR: EU General Data Protection Regulation (data protection)
- TMG: German Telemedia Act (§§ 7-10: provider liability)
- UrhG: German Copyright Act (citation rights, fair use)
- NetzDG: Network Enforcement Act (handling illegal content)
As a technical service provider, Relyper benefits from limited liability under TMG § 10 (storage provider), but acts promptly upon receiving notice of illegal content.
How to Exercise Your Rights
Summary
Relyper provides a technical platform for creating stable, long-term references to digital content. Users are responsible for ensuring they have the right to archive specific content. The service implements safety mechanisms (AI privacy detection, abuse reporting) but does not pre-screen content. Rights holders and affected persons can request removal or anonymization through our abuse process. Public content that becomes widely referenced may be locked to preserve academic citation integrity, balancing individual rights with legitimate research interests.
